In a 4 qt saucepan, heat oil.
Add ginger and garlic, stir briefly.
Add cardamom.
Combine nectar with 3 – 3 1/2 cups water.
Add to pot with rice and salt.
Bring to a boil.
Add papaya, simmer.
Reduce heat to lowest setting.
Cover and simmer 20 minutes.
Remove from heat, let stand, covered for 15 minutes.
Fluff and serve.
